There is no reason to be dissuaded by Shariah Shariah to pay twice Zakat Al-Fitr both at the place in which you live and also at your country of origin.
In answer to your question Professor. Prof. Monzer Kahf, Professor of Islamic Finance and Economics at Qatar Faculty of Islamic Studies is quoted as saying:
A Muslim is able to pay more than amount of zakat al-fitr. The prophet (peace and peace be with his soul) was looking to perform Udhiyah (sheep offering) in the month of Eid Al-Adha, he offered two rams that were big and well-fed.

The information you received is incorrect; it’s more beneficial to pay the amount where you reside, unless there’s any reason that warrants sending it to a different place such as your home country or another country.
